Introduction of Japan Chemical Laboratory Accreditation

Introduction
Japan Chemical Laboratory Accreditation (JCLA) was established by Japan Chemical Industry Association(JCIA) on 1st October,1998.
JCLA, a new accreditation body, set out to operate according to ISO/IEC Guide 58, mainly conducts accreditation of testing laboratories in chemical fields based on ISO/IEC 17025. The activities and organization of JCLA are outlined as follows:

Role of JCLA
The role of JCLA is described in JCLA Quality Manual:
"Objective assessment for activities of testing laboratories is important because it is closely related to harmonious operation of industry nationally as well as internationally. Therefore the role of JCLA is to develop impartial and neutral accreditation program in chemical fields to carry out reliable accreditation services to testing laboratories."


Activities (Accreditation Fields)
JCLA offers accreditation services in various fields of the chemical industry and the food industry such as environment, rubber and plastics, paint and pigment, petroleum, foods, drinking water and other chemical and food products. JCLA accredits testing laboratories for fully documented and validated testing methods which include those by international and national standards in addition to private sector standard methods and in-house testing methods.


Organization
Accreditation Council is granted the right and responsibility for laboratory accreditation by the JCIA Board of Directors to ensure credibility, impartiality and neutrality of the accreditation activities.
The council decidees the JCLA policy and supervises its activities.
Executive Committee in the council is to execute the decision of the council.
Accreditation Committee evaluates assessment results to make a decision for grant, maintenance, suspension, and withdrawal of accreditation.
Technical Committee advises JCLA on the technical matters relating to the operation of the accreditation system.
For the execution of the accreditation activities, Laboratory Accreditation Center is established in JCIA secretariat. The center also acts as the secretariat for the above council and committees.

The members are chosen from representatives of academia, government, national laboratories, testing laboratories, chemical enterprises, users of testing laboratories and JCIA.

Assessors
Assessors in JCLA consist of leading assessors (quality system assessors) and technical assessors. Leading assessors are full-time staffs and members of the laboratory accreditation center. Technical assessors are usually part-time staffs.
